The specific Windows licensing question has this answer:

With Datacenter you can put up 5 more “regular” Windows VM servers under that license key. But you MUST be running Hyper V for your hypervisor, unless they changed the licensing.

Also the Eval versions can be slmgr.vbs /rearm many times, I think you can get them out to 3 years worth of rearms. Standard time period is 180 days on Server evals. I think you only get 90 days for desktop OS, and not sure how many times you can rearm the desktop evals.
