Does Xen Orchestra require you to use a template when creating VMs?

I’m working on moving all of my servers from Proxmox to XCP-NG with XO, and XO is doing something that is confusing me. When I go to create a VM, no networks or storage repositories appear in their respective dropdowns unless I select a template. Are templates required to create VMs in XO? Or is this a bug? I’ve tried reinstalling XO on different VMs using different install methods, and the issue persists.

Yes, they are required, but they don’t have to be an exact match, they just set some basic settings.
